ACA Applauds Passage Of Rep. Kinzinger’s ‘No Rate Regulation of Broadband Internet Access Act’

PITTSBURGH, April 15, 2016 - ACA President and CEO Matthew M. Polka issued the following statement regarding House passage today of the No Rate Regulation of Broadband Internet Access Act (H.R. 2666):

"ACA is very pleased the House voted to approve the ‘No Rate Regulation of Broadband Internet Access Act' sponsored by Rep. Adam Kinzinger (R-Il.), who deserves high praise for identifying and advancing this issue in the House. ACA is hopeful the Senate will soon pass this bill, and the White House will likewise see the wisdom in signing it into law.

"A stable regulatory framework that excludes price controls spurs greater investment in broadband networks designed to satisfy consumer demand for faster Internet speeds and more reliable service needed to enjoy streaming services such as those offered by Netflix, Facebook, Twitter and Snapchat.

"When the FCC in February, 2015, reclassified broadband Internet access as a telecommunications service subject to strict common carrier regulation, the FCC's leadership assured Internet Service Providers (ISPs) it would refrain from regulating retail broadband rates.  Rep. Kinzinger's bill codifies those promises as well as shields the market from action taken in this area by future FCC leaders who might not feel bound by promises made by earlier FCC officials.

"ACA also wants to recognize the contributions of House Energy & Commerce Committee Chairman Rep. Fred Upton (R-Mich.) and Communications and Technology Subcommittee Chairman Rep. Greg Walden (R-Ore.) for supporting the effort to ensure consumers will continue to benefit from private sector leadership in making broadband access both universal and affordable throughout the United States."
